Same checks as .github/workflows/ci.yml (fmt, clippy, tests; web check and build), for the self-hosted forge. Runs on the pc runner (host mode on the developer PC), with a shared cargo target folder in ~/.cache/plankton-ci.

ci: run the checks on the Forgejo forge ... 3746a432e7

The code moved to a self-hosted Forgejo while the GitHub account is
hidden. Its runner lives on the developer's PC, in host mode: jobs use the
PC's toolchains and keep a shared cargo target folder between runs.
